Bid Solicitation - October 28, 2009

Metro Cruise, a sub-awardee, has been awarded a grant by the Port of Los Angeles
through the American Recovery and Reinvestment Act (ARRA) of 2009 to retrofit
two pieces of diesel-powered cargo handling equipment in the LA port.
The breakdown of equipment is as follows:

Due to operating constraints and conditions, only Active (diesel burner) or Passive
regeneration (i.e. no electric heater) CARB approved Level III filters will be considered.
In addition, due to safety concerns, filters should, where practical, fit into the
same “footprint” as the existing mufflers Bids are to include:
- any necessary duty-cycle and/or opacity testing to ensure that the DPF is adequate for the equipment use.
- both manufacturer’s product warranty information as well as installation and maintenance warranty information.
- any computer software necessary for in-house M&R personnel to troubleshoot system.
All interested parties must conform to the federal rules and regulations and reporting
requirements associated with this program as found in 40 CFR accessible through
the following link: Title 40 - Protection of Environment.
In addition, the Port of LA will not award to companies that are suspended or debarred
from Federal procurements (see https://www.epls.gov/ for more details).
To comply with the EPA’s Program for Utilization of Small, Minority and Women’s
Business Enterprises, this solicitation for bids has the following MBE/WBE fair
share objectives/goals: MBE – 22% and WBE – 26%.
Bids will be accepted until November 13, 2009 at 5:00 p.m. PST. As required by EPA/POLA,
quotes must be itemized to include Material, Labor, Transportation (if applicable),
Tax and the Grand Total.
